ST. PETERSBURG, Fla. – Waggoner Engineering, a full-service economic development, planning, program management, and engineering firm, has named Andrew Leeds, PE as Area Manager – Southwest Florida.
Working from the St. Petersburg, Florida office, Leeds will work to expand business opportunities in the area. He will also train and lead all project managers in the area.
Leeds joined Waggoner in 2020 with a highly diverse skillset and background. He was promoted to project engineer in 2022 after earning his Professional Engineer licensure and has been serving clients across Mississippi, Alabama and Florida.
With a focus on environmental and utility projects and a science-based approach to environmental stewardship and sustainability, Leeds has significantly contributed to numerous projects. He has also gained experience in business analytics, regulatory compliance, and infrastructure projects.

Leeds holds a bachelor’s in environmental engineering from the University of Alabama.
