BATON ROUGE, La. –  Waggoner Engineering, a professional civil engineering firm with a passion for helping communities realize their full potential, is pleased to announce the promotion of three employees in the Baton Rouge – Airline Highway office: Kelsie Bankston, PE and Charlotte Gremillion, PE have both been promoted to Project Manager, while Josh Renard, PE has been promoted to Technical Director, CEI and Allied Services.

These promotions reflect Waggoner’s people-first commitment to fostering talent within the firm and enhancing our collective expertise across Louisiana and our Southeast US service area.

As Project Managers, Bankston and Gremillion will manage all phases of project delivery, including initiating, planning, executing, monitoring, controlling and closing.

Bankston has over six years of experience in transportation, structural, and drainage projects. For several years, she has been a key project engineer for the I-10 Widening Construction Manager at Risk (CMAR) project in Baton Rouge and an assistant project manager for four bridge replacement projects included in the Louisiana Department of Transportation and Development (LADOTD) Rural Bridge Replacement Initiative.

Gremillion also has over six years of experience with transportation projects, including road design, geometrics and drainage. During her time at Waggoner, she has been a key project engineer for several high-profile Louisiana projects such as the I-20/I-220 Barksdale Interchange Design-Build project in Bossier City and the I-10 Widening CMAR project in Baton Rouge. She also has been an assistant project manager for several LADOTD and municipal client roadway and bridge projects.

Renard will now serve Waggoner as Technical Director, CEI and Allied Services. In this new role, he will coordinate resources and standard operating procedures as well as serve as a technical liaison for construction and utility-related projects throughout all 17 Waggoner offices. Renard has 18 years of experience and serves as the main point of contact for all utility companies on over 50 enhancement projects within the MOVEBR transportation, road and traffic program in East Baton Rouge Parish, Louisiana. He also served as the utility coordinator for the I-10: Highland to LA 73 Design-Build Project, communicating with and gathering information from utility owners to ensure that the road design accounted for utility impacts and the contractor could proceed without conflict.
