OXFORD, Miss. – Waggoner Engineering, a civil engineering and professional consulting firm dedicated to helping communities reach their full potential, is pleased to announce Bart Robinson, PE has joined the firm’s Oxford office as Senior Project Manager.
With over 25 years of experience with the City of Oxford, Mississippi, Robinson has played a vital role in shaping the city’s infrastructure and operations. He began his career with the municipality in 1998 as a City Engineer and advanced through various leadership positions, including Director of Public Works and most recently, Chief Operations Officer (COO).
As COO of one of Mississippi’s fastest-growing cities, Robinson had comprehensive oversight of Oxford’s daily operations and led transformative projects. He managed an annual budget of approximately $85 million and supervised nearly 500 employees across multiple departments and disciplines.
The unique environment in Oxford requires close collaboration with local agencies, such as the University of Mississippi and Lafayette County. Robinson has a proven track record of successfully navigating and managing large teams and complex systems to provide essential services for both students and permanent residents.

Robinson earned a bachelor’s degree in civil engineering from the University of Mississippi and is a licensed Professional Engineer in Mississippi.
