
JACKSON, Miss. – Waggoner Engineering, a civil engineering and professional consulting firm dedicated to helping communities reach their full potential, is pleased to welcome Edward Belk, Jr., PE as Director of Strategic Water Initiatives.
Belk joins Waggoner after an impressive tenure as Director of Civil Works for the U.S. Army Corps of Engineers (USACE). In this federal leadership role, he worked from Corps Headquarters in Washington, D.C. to oversee the development and execution of multi-billion-dollar programs critical to the nation’s water resources infrastructure. He also provided direction and supervision for national staff driving large-scale initiatives in navigation, flood risk management, coastal restoration and more.
Throughout his 20-plus-year career with USACE, Belk held key leadership roles in civil works and public service. In 2012 he was appointed to the Senior Executive Service by the Secretary of the Army, and in 2023 he was honored with the Distinguished Presidential Rank Award.
Belk’s national expertise encompasses federal planning, engineering and construction, as well as the long-term operations and maintenance of critical systems. His collaborative work with Congress, municipalities and local leaders reveals a proven ability to build consensus and forge partnerships, skills that will enhance Waggoner’s delivery of complex programs.
In his early career, Belk advanced local infrastructure priorities near Waggoner’s headquarters in Jackson when serving as Director of Programs for the USACE Mississippi Valley Division and the Mississippi River Commission in Vicksburg. His commitment to enhancing communities through resilient solutions aligns with Waggoner’s mission and focus.

Belk, a licensed Professional Engineer in Mississippi, holds a master’s degree in engineering management and a bachelor’s degree in civil engineering from Christian Brothers University.
