
JACKSON, Miss. – Waggoner Engineering, a full-service economic development, planning, program management, and engineering firm, is delighted to welcome Charles “Chuck” Burtron as Director of Organizational Excellence.
In this role, Burtron will collaborate across the firm to enhance organizational effectiveness, improve client engagement, and facilitate the integration of acquisitions. Working closely with the organization at all levels, he will help advance a culture grounded in teamwork, data-driven insight, and shared success.
Burtron brings a rare combination of organizational development, change-management expertise, and client sector experience that aligns directly with Waggoner’s next chapter. He has spent more than 20 years helping public and private organizations improve how they work, how they make decisions, and how they equip their people to excel. His background includes extensive leadership in the water, municipal, and environmental sectors, experience that translates seamlessly across Waggoner’s service lines and emerging markets.
Most recently, as Water Industry Lead at a global business intelligence and analytics firm, Burtron advised CEOs and boards on strategy, technology integration, and cultural transformation. His insights helped organizations modernize service delivery, strengthen workforce capabilities, and accelerate their strategic priorities.
Burtron is also deeply engaged in national conversations as a thought leader in shaping the future of the water sector. His recent contributions include supporting updates to the American Water Works Association’s M5 Utility Management Manual, facilitating peer exchanges through the US Water Alliance, and advising the Florida One Water Commission on statewide water strategy and performance management. These efforts reflect his ability to scale effective practices across complex organizations and unite stakeholders around shared goals.
A significant portion of his work sits at the intersection of people systems and data systems. He has led the development and deployment of structured models for organizational excellence that incorporate measurable, data-driven insights to improve performance, alignment, and accountability.
This appointment also marks Burtron’s return to Waggoner. During his earlier tenure with the firm’s Alabama business unit, he partnered with municipal leaders and utility executives to strengthen operations, compliance, and long-term infrastructure planning. His collaborative approach delivered measurable improvements and aligned outcomes that advanced clients’ strategic objectives.
