June 28 – New Hires

JACKSON, Miss. – June 28, 2022 – Waggoner Engineering, Inc., a full-service economic development, planning, program management, and engineering firm, is excited to introduce five team members to the growing organization. 

Katie Bryant – Risk Map Technical Manager

Katie Bryant, PE, CFM, has rejoined Waggoner as a Risk Map Technical Manager based remotely in Colorado.

She will manage a portfolio of projects executed by multi-disciplinary teams across various geographic locations in her new role, supporting contracts with FEMA.

Bryant has almost a decade of experience in floodplain mapping, flood hazard mitigation studies, drainage design, bridge hydraulics, stream stability, and bridge scour analysis and countermeasure design.

She joined Waggoner in 2015 as a graduate engineer in the firm’s water resources department, working on FEMA flood mapping projects, hydraulic studies for bridge replacements, and other drainage-related projects.

A licensed Professional Engineer and ASFPM Certified Floodplain Manager, Bryant holds a Bachelor of Science in Civil Engineering from Mississippi State University.

Carlos Bell – Area Manager

Carlos Bell has rejoined Waggoner as an Area Manager in the Gulfport office. In this role, he will focus on identifying and developing new business opportunities in the Gulf Coast region, maintaining current ones, and leading sales, marketing, customer service, and client relationship management teams.

A veteran of the United States Army, he has almost 20 years of professional experience, including disaster recovery planning, project management, business development, and community relations.

Bell worked at the Mississippi State Port Authority for almost a decade as the director of marketing and community relations, overseeing marketing efforts for the Port, and then as director of public engagement, managing the external affairs department.

Carlos was the technical lead at Waggoner from 2011 to 2014 for the GoCoast 2020 project, designed to restore the ecosystem of the Gulf Coast through funding from the RESTORE Act.

He was the senior advisor for government claims for the B.P. Restoration Project with Witt Associates, a project manager with Northrop Grumman Ship Systems, and an area coordinator with the Mississippi Emergency Management Agency.

Bell has a Master of Science in Project Management from Colorado Technical University and a Bachelor of Arts in Education from William Carey University.

An active community member, Bell was appointed in 2021 by Governor Tate Reeves to Gulf Coast Restore Act Committee and recognized with the Juneteenth Community Leader Award. He also serves on the boards at Memorial Hospital Gulfport and Boys and Girls Clubs of the Gulf Coast.

Susan Vaughan – Proposal Manager

Susan Vaughan, CPSM, has joined Waggoner as a Proposal Manager remotely in Texas.

In her new role, Vaughn will be responsible for creating and managing proposals for the firm, working with different departments to ensure that each submission is well-constructed and meets all requirements.

She has over 35 years of marketing experience, including the last decade in the architectural, engineering, and construction industry, with proven capabilities in major proposal and presentation development, strategic planning, branding, and corporate identity.

Before joining Waggoner, Vaughan was the senior proposal coordinator at Flatiron Constructors in Austin and San Marcos, Texas. In the first year, she managed or supported over 20 significant pursuits.

Vaughan was a senior marketing specialist and proposal manager with Stantec Consulting Services, managing proposals resulting in wins of more than $100 million. She also worked in numerous marketing roles with SWCA Environmental Consultants in Houston, Texas, and Encotech Engineering Consultants in Austin.

A Certified Professional Services Marketer (CPSM), Vaughan has a Master of Science in Applied Cognition (Human-Computer Interaction) from the University of Texas at Dallas and a Bachelor of Arts in Mass Communications from Texas Tech University.

 

Joseph Paige – Project Engineer

Joseph Paige, PE, has joined Waggoner as a Project Engineer in the Columbus office.

He has nearly a decade of experience in environmental engineering, including recycling program management, water quality certifications, and stormwater permits.

Before joining Waggoner, Paige was the energy and sustainability coordinator at Mississippi State University, where he managed the recycling program.

He also worked in the water quality certification/stormwater program with the Mississippi State Department of Environmental Quality, focusing on wetland regulation and protection programs at the state level.

A licensed Professional Engineer, Paige holds a Master of Science in Civil Engineering from Jackson State University and a Bachelor of Science in Chemistry from Tougaloo College.

 

Michael Lee, EI – Engineer Intern

Michael Lee has rejoined Waggoner as an Engineer Intern. He will be working in water, specifically hydrology & hydraulics, and performing modeling and GIS mapping work.

Lee was a summer intern last year with us while pursuing a Master of Science in Civil Engineering from Mississippi State University.

Lee interned with Allen Engineering in the summer of 2020, assisting with a landfill design for International Paper in Columbus, MS, and helped with levee designs for The Nature Conservancy to restore a wildlife refuge outside Woodville, MS.

He also interned with Neel-Schaffer, working with various road restoration and stormwater management design projects in the Jackson metro area.

Lee holds a Bachelor of Science in Civil Engineering from Mississippi State University.
