JACKSON, Miss. – Waggoner Engineering announced the promotion of seven employees to the platform level. The move is part of Waggoner’s strategic plan to expand our business in existing core markets, focusing on water and disaster recovery.
Emad Al-Turk, PE – Chief Executive Officer – Emad rejoined Waggoner Engineering, Inc. in June of 2016 as the corporation’s President in the Jackson office. Emad has nearly 40 years of professional experience managing and designing infrastructure projects and the teams of professionals delivering them. He led the company to become in the top 10 percent in performance among engineering firms nationally.
William (Bill) Vaughan, PE – Executive Vice President, Operations and Integrations – Bill joined Waggoner in 2019 as a Senior Project Engineer before transitioning to the role of Chief Operating Officer. With over 35 years of experience in the industry, Bill manages all bottom-line factors while ensuring project success and employee satisfaction.
Misty Biard, Chief Financial Officer – Misty has worked as an accountant for engineering and disaster recovery firms for 15 years, joining Waggoner in 2011. She provides management and operational support on all strategic and tactical matters related to budget management, cost-benefit analysis, and financial and operational forecasting.
Scott Phillips, PE – President, Water – Scott has over 36 years of experience in environmental policy and management, assisting industrial clients in determining the effect of environmental regulations and issues on their projects, investments, and operations. His expertise includes developing strategies in the negotiations of industrial expansions by negotiating permits and infrastructure.
Anthony Brister – President, Disaster Recovery – Anthony combines his expertise in program management with Waggoner’s holistic approach to help clients identify needs, secure funding, and coordinate the implementation of projects like the Saenger Theater in New Orleans. He has served vital roles with local, state, and federal leaders on over $1 billion in disaster recovery projects since 2005.
John Rounsaville, JD – Vice President, Strategic Consulting – Through ten years with Waggoner, John provides strategic guidance and support for client project planning, development, and execution. He works to identify and formulate policy solutions at the state and federal levels and develop financial sourcing and leveraging strategies to advance client objectives and facilitate project implementation.
Mohamed Kacem, PhD – Vice President, Innovation and Technology – Mohamed is an innovative executive with 20-plus years of global leadership experience in leading high-performing teams of managers and specialists with design, implementation, operations, and support of complex end-to-end projects. He managed business pursuits capture, delivery, and processes, executed robust business plans, and had consistent, profitable growth with a proven history of guiding cross-functional teams.
