BATON ROUGE, La. – Waggoner Engineering, a full-service economic development, planning, program management, and engineering firm, welcomes Algy Semien, PE as Senior Project Manager of Special Projects and Operations.
Semien has worked for the Louisiana Department of Transportation and Development (LaDOTD) as a Confidential Assistant to the Secretary, facilitating critical meetings with internal and external stakeholders and offering leadership and coordination for special projects and initiatives.
In this role, he provided administrative engagement with the prioritization and implementation of LaDOTD’s allocation of nearly $6 billion from the federal Infrastructure Investment and Jobs Act (IIJA).
Notably, he assisted with the proposed Baton Rouge to New Orleans rail project, for which he coordinated with internal staff, consultants and external stakeholders on plan development and federal grant applications totaling over $100 million.
Before his role at LaDOTD, Semien was part of an engineering team in the Lafayette offices of C. H. Fenstermaker & Associates, a multi-disciplinary consulting firm. In almost five years with Fenstermaker, he worked on various projects for local municipalities, including wastewater and utility relocation design, roadway geometrics and hydraulic design.

Semien holds a civil engineering degree from the University of Louisiana at Lafayette and is a licensed Professional Engineer in Louisiana.
He has served the Acadiana Branch of the American Society of Civil Engineers (ASCE) in various leadership roles, including President.
