BATON ROUGE, La. – Waggoner Engineering, a civil engineering and professional consulting firm dedicated to helping communities reach their full potential, has named Andrew Windmann, PE the Technical Director of Bridges and Structures.
In the role, he will provide technical oversight and guidance for structural analyses and bridge design, ensuring firmwide compliance with industry standards and regulations.
Windmann joined Waggoner in 2023 after a 13-year tenure with the Louisiana Department of Transportation and Development (LADOTD). He played a key role in managing Louisiana’s $240 million annual bridge rehabilitation and replacement program. He was also a technical representative on Interstate 10 bridge projects, including widening initiatives in Baton Rouge and Lafayette.
At Waggoner, he has continued working as a consultant and design engineer on various bridge and structural projects throughout our footprint. His experience and expertise broaden our capabilities to benefit new and existing clients across the Gulf Coast.

A graduate of Louisiana State University with a bachelor’s degree in civil engineering, Windmann is a licensed Professional Engineer in Louisiana, Mississippi, Alabama and Tennessee.
