BATON ROUGE, La. – Waggoner Engineering, a civil engineering and professional consulting firm dedicated to helping communities reach their full potential, welcomes Stephanie Black to its Baton Rouge – Airline office as Senior Project Manager – Right of Way (ROW) Acquisition.

Black brings over 20 years of experience in acquisition and relocation activities, most recently serving as a Program Specialist/Relocation Assistance Officer for the Louisiana Department of Transportation and Development (LADOTD).

At LADOTD, she managed the relocation process—from planning and securing approvals for Conceptual Relocation Plans to final execution—while upholding strict legal and procedural standards. She also maintained operational manuals and ensured that the relocation process remained transparent and fair for all stakeholders. Additionally, Black led the training and development of agents, local municipalities, and consultants, equipping them with knowledge of relocation laws, best practices, and the latest technologies.

“As our transportation discipline continues to grow, a dedicated right-of-way program manager for our complex projects is vital,” said Jason Crain, PE, Vice President. “Stephanie’s proven expertise in acquisition and relocation management will enable us to expand our support services and deliver expedient ROW services to our clients across the Southeast US.”

Black earned a Master of Public Administration from Purdue University Global and is a member of the International Right of Way Association and the National Association of Realtors. She also serves on the American Association of State Highway and Transportation Officials (AASHTO) Committee on Right of Way, Utilities and Outdoor Advertising Control (CRUO) Relocation Technical Council.
