NEW ORLEANS, La. – Waggoner Engineering, a civil engineering and professional consulting firm dedicated to helping communities reach their full potential, is pleased to announce that Murtada Mousa, PE, MS, PMP, CFM has joined the New Orleans office as Engineering Manager.

In this role, Mousa will support infrastructure initiatives across Greater New Orleans and the Gulf Coast, contributing leadership and technical expertise in the water resources sector. He brings specialized experience in hydrologic and hydraulic modeling, infrastructure design and regulatory compliance, with a background managing complex projects from planning and design through permitting, construction and inspection.

Mousa’s career has been rooted in Southeast Louisiana, with experience spanning both public and private sectors. He most recently served as an engineering supervisor at a private firm, following early career roles with the Louisiana Department of Transportation and Development and the Coastal Protection and Restoration Authority.

In the New Orleans office, he will coordinate efforts with David Einsel, PE, Engineering Department Manager – Water and Wastewater, and Monica Montgomery, Area Manager, to advance Waggoner’s regional work.

“Murtada’s experience with complex water and wastewater infrastructure makes him a key contributor to our work in this vital region,” said Einsel. “His technical expertise and collaborative approach will support our current initiatives, as well as future growth for our clients in the Gulf Coast market.”

A licensed Professional Engineer in both Louisiana and Texas, Mousa also holds credentials as a Certified Floodplain Manager and Project Management Professional.

He earned a master’s degree in engineering, a bachelor’s degree in civil and environmental engineering, and a graduate certificate in coastal engineering from the University of New Orleans (UNO). He is currently pursuing a doctoral degree in civil engineering at UNO.
