Enhancing Recreation Access in East Baton Rouge Parish, Louisiana

Waggoner is proud to support community connectivity through our collaboration with the Recreation and Park Commission for the Parish of East Baton Rouge (BREC). Through the delivery of full engineering and surveying services for the replacement of pedestrian bridges and associated grading and pathway enhancements, we prioritized safe pedestrian movement and enhanced access along the Scotlandville Parkway, one of BREC’s key recreational corridors. Additionally, our work on the Capital Area Pathways Project successfully connected Memorial Stadium to Scotlandville Parkway Park with a thoughtfully designed pedestrian and bike trail. This project features multi-use paths, shared roadway lanes, and seamless transitions from trails to roads, fully aligned with BREC’s Bike and Pedestrian Master Plan. With a deep understanding of BREC’s processes and a strong commitment to public input, we created meaningful improvements that reflect the community’s needs.

Agri-Education Center Provides Recreation Access in North Mississippi

As part of DeSoto County’s effort to expand recreational access and support community development, the newly opened Agri-Education Center adds a valuable public resource to the region. The Center combines recreation and agricultural education, giving residents a place to engage with the outdoors and local programming. Waggoner provided preliminary engineering and CE&I services for key site elements, including a 10-foot-wide concrete multi-use trail around the facility’s 230-acre property. We also supported major roadway infrastructure for improved access to the site, helping ensure the facility functions well for both everyday use and special events. We appreciate the opportunity to work with the Desoto County Board of Supervisors on a project that supports health, learning and long-term planning for public spaces.

Stormwater and Flood Resilience at Freedom Ridge Park, Mississippi

Waggoner played a key role in improving stormwater management and environmental protection at Freedom Ridge Park in Ridgeland, Mississippi. This work is part of the larger Purple Creek Basin Drainage Improvements project. Waggoner designed improvements to rehabilitate and expand the existing stormwater retention pond, increasing its capacity to manage runoff, mitigate flooding and improve downstream water quality. Streambank erosion had begun to threaten nearby infrastructure, including a parking lot, so we stabilized the adjacent channel to prevent further damage and reduce sediment entering the waterway. These enhancements reflect Waggoner’s commitment to building safe, sustainable, and accessible community spaces while supporting healthier ecosystems. A popular recreation area, Freedom Ridge Park is now better protected and ready for future expansion, backed by Ridgeland voter-approved funding in June 2025. With improved stormwater and flood management, the park can serve the City of Ridgeland community for many years to come.
