Lafayette – Oxford – University (LOU) Transportation Plan

Waggoner was selected in 2017 to create a comprehensive, countywide transportation plan for “the LOU,” a regional partnership between Lafayette County, the City of Oxford, and the University of Mississippi. The City of Oxford, seat of Lafayette County, is one of the fastest-growing municipalities in Mississippi and is also home to the University of Mississippi and its increasing student enrollment. The LOU Transportation Plan addressed current and long-term transportation needs considered in the context of the greater communities’ congestion and mobility concerns.
The LOU’s three primary concerns were to improve transportation network connections based on current and projected traffic needs; alleviate safety and traffic issues for motorists, bicyclists and pedestrians along existing public streets and roads; and provide a balanced multi-modal transportation system that would encourage the use of alternative modes of transportation.
The plan analyzed the transportation network for deficiencies and identified potential roadway, bicycle, pedestrian and transit improvements. Using input gathered from LOU officials and public outreach through online surveys and public meetings, a set of recommendations for short-term, mid-term and long-term priorities was developed.

About the Plan
The primary tool was the 20-year Transportation Improvements Plan which detailed capital enhancements to the region’s multi-modal transportation network, including budgets and a programmed implementation schedule.
The LOU Transportation Plan was adopted in 2019. In the years since, Waggoner has provided ongoing services toward plan implementation with the aim of a more connected, safe, sustainable and vibrant LOU region.
