East Metropolitan Parkway

The East Metro Parkway is a regional, controlled-access parkway approximately 5.0 miles long. It begins near the interchange of Interstate 20 with Mississippi Highway 18, then runs north-northwest and terminates at Mississippi Highway 25 near Old Fannin Road.

The Parkway links the Jackson Medgar Wiley Evers International Airport with the cities of Brandon, Flowood and Pearl, providing these entities with a vital transportation and economic development corridor. Due to this regional relevance, the East Metro Corridor Commission (EMCC), with representatives from each stakeholder, was established to oversee project development.

Waggoner’s Strategic Services group supported EMCC, the project sponsor, in securing state financial resources, multiple Federal Highway Trust Fund authorizations and Congressionally-directed funding for the project.

Project Scope

The EMCC selected Waggoner and partners to provide the following services for the project: survey and design services, environmental, route, and traffic studies, preliminary engineering, right-of-way acquisition, utility relocation and construction engineering services.

Our Surveying group provided full-service survey services to support the initial route evaluation and Environmental Assessment, as well as detailed design, right-of-way acquisition, and construction completion.

Project Completion

With a total construction cost estimate of $45 million, the project was organized into four viable segments to help facilitate funding. To date, design is complete for all segments and segments one, two and three have been constructed.

The project was administered through MDOT’s Local Public Agency Division and was funded by federal, county and local appropriations.
