Comprehensive Stormwater Assessment and Action Plan

Jackson County, Mississippi
Jackson County, Mississippi’s complex network of coastal and estuarine waterways and increasing development pressures led the Jackson County Board of Supervisors (JCBOS) to join forces with Waggoner to seek a proactive approach to managing their increasing stormwater infrastructure challenges through holistic watershed-based assessment and management. The project scope involved the development of a comprehensive stormwater assessment and a five-year action plan to address drainage and dredging infrastructure priorities. The project helped establish a unified strategic approach to stormwater management that was transparent to stakeholders.
The plan’s initial phase involved the implementation of a conceptual assessment of sites across the County with reported drainage and/or dredging deficiencies and the identification of short-term five-year priority project implementations. Completed in 2017, the assessment was limited to a conceptual study of those sites with known dredging and/or drainage deficiencies. Waggoner completed a field review of each of the 68 sites and wrote recommendations for improvements. We then developed opinions of probable costs and schematic maps of recommendations for improvements for each of the 68 sites. Each site was then evaluated based on the project prioritization criteria.

Recommendations & Ongoing Services
Based on the results of this evaluation, the team made project recommendations for the short-term and long-term Capital Improvements Lists.
Waggoner remains engaged with JCBOS to provide ongoing program support services and project implementation.
