Waggoner is responsible for ongoing operations and maintenance (O&M) of the City of Greenville, Mississippi’s 20 MGD Wastewater Treatment Plant (WWTP) through a contract management agreement with the City. The firm also assists with other aspects of the City’s Public Works Department: water, sewer, streets and drainage. Waggoner provides 18 dedicated employees in Greenville who work in vital roles in City operations.

Waggoner was initially retained in March 2019 when the City required assistance transitioning its water and sewer utility from private operations to the public sector. Waggoner provided transition phase services that included helping the City hire and train 80 employees, updating the GIS database to include all water valves, updating garbage and meter reading routes, performing cost/benefit and cash flow analysis, and preparing a five-year capital improvement plan.
