As part of the post-Katrina Gulf Region Water & Wastewater Infrastructure program, 67 new water and wastewater projects were developed and built in the coastal counties at a cost of $654 million.

As these projects were completed, Waggoner converted the final drawings in AutoCAD or hardcopy format into a GIS format (an ESRI file geodatabase) attributed with construction details and digital copies of post-construction drawings. These were delivered to each county utility authority as a backbone to grow and maintain a GIS based Asset Management System.
