The City of Bossier City retained Waggoner to prepare plans to upgrade its Northeast Wastewater Treatment Plant. The main purpose of this project was to consolidate all of the influent flow into one headworks so that flow could be split properly across the process train.
The project consisted of the construction of a new, six million gallons per day influent pump station utilizing caisson-style construction with an influent coarse bar screen channel; new headworks complete with fine screening, grit removal, and odor control; a new UV disinfection process; an upgrade to the effluent pump station; and a completely new electrical power feed system.

Red Chute Bayou
Discharge to this closer bayou is a more cost-effective solution
Discharge Rerouted
This plant discharged to the Red River through seven miles of effluent force main. Waggoner successfully obtained a new permit from the Louisiana Department of Environmental Quality allowing discharge to nearby Red Chute Bayou, thereby saving the City money on power costs and maintenance.
