DeSoto County Broadband Connectivity Program

As DeSoto County’s technical lead, Waggoner developed a desired network architecture and facilitated a proposal request to Internet Service Providers (ISPs) to provide broadband access to over 3,500 rural households as part of the DeSoto County Broadband Connectivity Program (BCP).

Waggoner provided active and passive network design details, as well as fiber routing plans in addition to a preliminary bill of materials for reference as ISPs submitted responses to DeSoto County’s proposal request. Throughout proposal evaluations and contract service negotiations with ISPs, Waggoner offered insights on industry practices to create a custom broadband solution to provide high-speed fiber optic broadband access for DeSoto County residents. During the proposal process, Waggoner reviewed the ISPs responses and approaches to broadband and guided DeSoto County through the technical nuances of grassroots fiber construction to avoid common industry pitfalls. Waggoner provided DeSoto County with material recommendations and sought to avoid broadband solutions that were not exclusively fiber-based or engineered with proper redundancies.

Verification and Review

Throughout the ISP evaluation and selection phase, Waggoner’s GIS and asset management team utilized ArcGIS software to verify proposed service addresses of the broadband projects and to develop fiber routing and splicing locations. 

Once initial designs were concluded, a constructability review was administered to verify the placement of proposed infrastructure and hardware. Upon completing construction reviews, this data was used to estimate construction costs for designated service areas and select the best complement of ISPs to partner with.
