Bayou Sara Bank Stabilization

The banks of Bayou Sara, a tributary of the Mississippi River, were unstable as the bayou approached the river in St. Francisville, Louisiana, and its stream constantly changed course. In 2016, Bayou Sara rapidly encroached on the Town of St. Francisville’s Sewer Treatment Facility and threatened to overtake the facility within a couple of years. Ferdinand Street (old Highway 10), a Parish roadway that provides river access, was also endangered.
Waggoner provided an initial site assessment and determined that a rock and block mat revetment should be used to stabilize the eroding banks of the bayou. A hydraulic analysis was performed, and the results were utilized in the final design of the revetment. The Bayou Sara Streambank Stabilization project is funded through the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) Hazard Mitigation Grant Program.

The Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) “coordinates the State’s activities to prepare for, prevent where possible, respond to, recover from, and mitigate against future emergencies or disaster events.”
Project Scope
The project involved general grant management, preparation of a Design Study (including hydraulics, environmental and geotechnical considerations), topographic survey, right-of-way (ROW) mapping, preliminary and final design with plans & specifications (in accordance with the requirements of GOHSEP’s Hazard Mitigation Grant Program), cost estimates, bid package for public advertising, and construction phase services as required.
