Capitol Complex Improvement District Master Plan

In 2017, the Mississippi Legislature created the Capitol Complex Improvement District (CCID), an area in downtown Jackson, Mississippi that includes the State Capitol Building complex. The Legislature also provided an incremental tax mechanism for funding public services and infrastructure with the CCID.

The Mississippi Department of Finance and Administration (MDFA) selected a Waggoner-led team in September 2018 to create a Capitol Complex Improvement District Master Plan for improvements to public infrastructure within the CCID. Given the size of the CCID and the tremendous need for investment throughout the area, it was important to strategically program the first round of CCID projects where they could have the greatest impact on enhancing quality of life, improving the public’s perception of Jackson’s infrastructure, and generating additional investment.

The team of engineers, architects and other professionals inventoried and assessed the condition of existing infrastructure within the CCID, engaged major stakeholders in a series of one-on-one meetings to determine critical needs, and provided a prioritized, fiscally constrained list of projects that MDFA could administer within a five-year time frame. After the team’s findings and plan recommendations were presented to MDFA and the Project Advisory Committee, seven projects worth approximately $17.2 million were chosen.

Adopting the Plan

The CCID Master Plan, adopted in March 2019, is currently being implemented. MDFA reviews the plan annually for progress and has the option to modify the plan each year by adding or removing projects for the plan’s life at its discretion.

Waggoner is providing ongoing design and construction engineering services for select projects and prepared a CCID Master Plan Update that was adopted in October 2023.
