After Hurricanes Gustav and Ike in 2008, the State of Louisiana was the recipient of over $1billion in CDBG grant funds from the Federal Government toward the recovery from these disasters.  The State of Louisiana selected the firm of Louisiana Solutions, LLC, a partnership of Waggoner Engineering, Inc. and Camp Dresser McKee Inc., to assist and act as a staff extension for OCD-DRU, the state in several of its disaster relief programs.

As a partner in Louisiana Solutions, LLC, Waggoner Engineering, Inc. (Waggoner) provides support to the Piggyback program designed to create mixed-income rental housing and permanent supportive housing units by combining D-CDBG funds with Low Income Housing Tax Credits. Waggoner is providing Grant Project Management services, including the oversight, management, and monitoring of projects for compliance with Davis-Bacon, Section 3, Section 504, and Fair Housing requirements for 11 projects in various parishes throughout Louisiana.
