In 2006, Waggoner was an integral member of the Program Management Team selected by the East Baton Rouge (EBR) Department of Public Works (DPW) to manage their Environmental Protection Agency (EPA) mandated Sanitary Sewer Overflow (SSO) Reduction Program. This $1.6 billion program was the largest public works program ever implemented by EBR. The EPA provisions required all 115 related individual projects to be completed by the end of 2019. The Waggoner team has worked closely with key EBR Department of Environmental Services (DES) personnel in a partnered effort to coordinate all program functions necessary to successfully deliver the projects on time and within budget.

Waggoner managed program land acquisition services necessary to successfully acquire all property needed to complete the 115 projects under the Program including coordination between design engineering consultants, their land surveyors, title abstractors, land appraisers and land acquisition agents. Over a period of six years Waggoner facilitated the successful acquisition by EBR of over 1,000 parcels of land totaling nearly $20 million.

Other Responsibilities

Waggoner’s other major responsibilities included technical and quality reviews, document management, establishment of program policies and procedures, change management, and claims negotiations. Waggoner was instrumental in preparation of program-wide technical specifications, standards, contract development, and design consultant standards.
