BATON ROUGE, La. – Waggoner Engineering, a full-service economic development, planning, program management, and engineering firm, is proud to announce the appointment of Benjamin Rauschenbach, PE as Vice President of Business Operations for Louisiana.

Rauschenbach brings more than 25 years of civil engineering experience, including service as City Engineer and Director of Public Utilities Operations for Bossier City, Louisiana, where he oversaw major capital programs and daily utility operations, gaining first-hand insight into the needs of municipal and private-sector clients.

In his expanded leadership role, Rauschenbach will collaborate closely with Scott Phillips, President and Chief Executive Officer, and the firm’s business operations team to align service delivery, technical performance, and strategic growth across Waggoner’s Louisiana offices and the broader Southeast footprint.

“Ben represents the best of civil engineering, combining technical expertise with a deep understanding of the infrastructure and operational challenges our clients face every day,” said Phillips. “He’s been successfully guiding our Louisiana operations in an interim capacity, and this appointment formalizes the leadership he has already been providing.”

Since joining Waggoner in 2014, Rauschenbach has been instrumental in building client-focused, results-driven teams that deliver measurable value to communities and stakeholders. Among his most impactful achievements, he helped establish Waggoner’s public-private partnership with the City of Bossier City in 2016. He led both the Engineering and Public Utilities Departments for nearly a decade, overseeing $150 million in capital improvements while driving operational efficiencies that delivered $3 million in annual savings.

“Ben’s deep knowledge of Louisiana’s infrastructure systems, regulatory environment, and community dynamics enables him to lead with both insight and empathy,” Phillips added. “He knows what it takes to help municipalities succeed because he’s been on the front lines—managing utilities, delivering capital programs, and navigating real-world challenges. That understanding makes him uniquely equipped to guide and support our teams in Louisiana.”

Rauschenbach will oversee business operations across offices in Baton Rouge, Bossier City, Lake Charles and New Orleans, with plans underway to establish a fifth location in Monroe. The firm’s Louisiana workforce includes more than 115 employees, backed by the full capabilities of its multi-state teams.

A licensed professional engineer in Louisiana, Rauschenbach holds a Bachelor of Science in Civil Engineering from Louisiana Tech University.
