Jackson State University Parkway Master Plan

For over seven years, Waggoner served as the Consulting Engineer-in-Charge for our clients, the City of Jackson, Hinds County, and Jackson State University (JSU). This project included a strategic master plan to evaluate the needs of the JSU campus, the central business district of Jackson, and Hinds County.

The master plan included corridor route location planning, multi-modal transportation planning, economic development, financial analyses, socioeconomic considerations, recreational features, consideration of historic preservation, demographic forecasting, and implementation strategy for the JSU campus and Metro Parkway area. 

Completed in 2007, the two-phase project included the development of a four-lane median divided parkway concept with bike and pedestrian trails, underground utilities, heavy utilization of “pocket” parks, traffic roundabouts, and vegetative plantings. The result provided an entrance to and enhanced visibility of the JSU campus.

In 2010, a portion of Metro Parkway was renamed Dr. Robert Smith Sr. Parkway in honor of the physician and civil rights activist.

Project Funding and Phases

The JSU Parkway Master Plan was developed as a phased strategic master plan to meet the short-term and long-term needs of the University, City and County while managing the overall resources in an optimal, systematic fashion. The $60 million project was funded jointly by the state, city and county.

Waggoner completed the planning, environmental assessment, and design of for the Parkway – Phases I and II. Construction of Phase I was completed in 2004 at a cost of $7.1 million, and construction of Phase II was completed at a cost of $6.5 million in 2007.
