The Restore Louisiana Homeowner Assistance Program (RLHAP) is dedicated to helping homeowners recover from federally declared disasters, including the March and August 2016 floods in Baton Rouge, Louisiana, and several other Parishes. Approximately 100,000 structures flooded and were severely damaged.

Waggoner was part of the team to provide technical assistance and program management services for the Federal Emergency Management Agency (FEMA) funded program for 51 parishes impacted by the March and August floods.

The State of Louisiana was granted $1.4 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funding from the U.S. Department of Housing and Urban Development (HUD) to assist homeowners.
