In the wake of devastation following damage caused in 2017 by Hurricane Harvey, Waggoner was tasked by the Texas General Land Office and IEM to provide damage assessments and 50% and 100% progress construction services for nearly 4,000 properties.

As a subcontractor to IEM, Waggoner was responsible for providing damage assessment and construction inspection services to ensure the construction activities of each project are compliant with CDBG-DR and Program requirements, including training and support, review of environmental assessment policies and procedures, housing inspection estimates, and quality assurance for new home plans and planned renovations.
